hustler SD 60" won't start

the mower has 70 hrs. the key switch wouldn't start when turned to start. I replaced switch with new one. still would not start, replaced solenoid, two relays under control panel still no start. now the 15amp fuse blows each time the key is turned to start. I also checked the safety switches on steering arms and seat. is there anything I'm over looking here? I should mention here the engine is a FR730V 23hp.

Does not start or does not crank? If the starter won't spin the motor, there is no way for it to start. If it's not cranking, then disconnect the starter and turn that key... are you still blowing the fuse? If not, then the problem probably lies in the starter. Also remember that you have a a switch in each handle that won't let you start if the arms are not in the park position. Same for the blade switch and the seat.
