I figured out the issue and I am an idiot for missing it. One of the deck brackets was slightly bent. Wasn't obvious but it caused the deck to sit a little off to the side which made the belt very tight. Thanks for everyone's insight. Without that causing me to keep looking deeper I may not have found it. Thanks again.
 
I'm glad you figured it out. Sometimes you just need to take a break, and get some input, then get back to it.
Yep, I agree. Forrest for the trees! It helps to have several people point you into possible directions you didn't think of too. Funny thing is as soon as I got it all together and turned the blades on it died. Sounded to me like it was a safety switch but I threw a spark tester on it to make sure and verified it was losing spark. Quickly found a problem with the seat switch harness and now its fixed. Thanks again.
