I tell all of my customers to always tip mowers over backwards so the oil will sit in the sump and not find it;s way into the carburettor & muffler.
This is what has happened to your mower if you tipped it carb side down.
If you tipped it the supposedly right way then you might have a blockage i the fuel line from debris drying out.

Hey thanks so much for getting back to me!
I drained the gas tank then tipped it up so that side was down. The oil port was on top because I didn't want the oil to leak out - was easier to drain the gas out than drain the oil out. So if you're standing behind the mower (like when you're cutting grass) the right side (oil dip stick side) would be up, and the left side (gas tank side) would be down.
When it cranks, it jerks the pull cord out of my hand, then stalls again. It's like it's winding the rope back in quickly - which I don't get because as it fires and rotates faster, the rope coil should spin freely going that direction, right?
So about the backfire - I don't really notice it backfiring out through the exhaust or carb, but if I was guessing I'd say thru the carb... that's the air filter side, right? If the oil is in the carb, and I let it set a week or so, might the oil drain back out?? Would it be good to drain the oil out and leave it tipped up the other way for a while?
And lastly, should I take it to a lawn mower repair place and just let them tune it up there and tell them to clean the carb out? I may have some carb cleaner spray - would it be good to take the air filter off and spray that around a bit first and see what happens?
