That is the govment being sure the consumer gets a poor running engine and is nnot able to adjust the carburetor. After all you know the consumer will adjust the carburetor and cause excessive pollution. Be glad you can adjust it and don't have to take off those ******** limiter caps.

Anyone found the new carb tool for new Ruixing carbs?

A Dremel tool with a thin cut off blade and a little patience. If they have the nylon limiter caps carefully score them with a razor blade a few times, then break them off without bending the adjuster screws.
