HRR216K9 Choke Problem

I recently acquired a Honda HRR216K9 that has a problem. When it is a cold start, it starts but the choke will not back off a little bit by itself so it sputters until it finally floods the plug out. It I take a small screwdriver and open the butterfly just a little bit it will run fine and as it heats up the butterfly will open all the way and it will continue to start on first pull until it completely cools down and the choke butterfly closes completely. It seems that the initial opening should be the responsibility of the governor rod opening the butterfly just a little bit. Is that the case? If so, would the problem be with the governor internally? I've tried changing the thermo wax and the carb with no change. Does anyone any idea what the problem could be and what I could do to correct?
 
Off topic but there really should be a class action lawsuit or recall on these. I mean manual throttle/choke cables have been out for decades.
 
But operators are too lazy to operate a cable for throttle/choke operation and the manufacture too cheap to install one.
