HR 214 with GVX120, replaced rings, now governor doesn't seem to work

Hi folks, my HR 214 was smoking like Cheech and Chong so I decided to swap the rings, good news is It doesn't smoke, bad news is the Governor doesn't seem to function. When I put the pan/lower case back on it seemed like the Gov arm could only be positioned in one way, so I buttoned it up and now when I start it up on choke the rpms are ok as soon as I go to high it is WOT all the way till I shut it down. I have tried adjusting the arm/pivot to both extremes with the same results.

The throttle arm on the carburetor has to be held in the wide-open position, then the pivot shaft turned to a full stop against the governor center pin. The governor is meant to keep the engine from trying to exceed safe RPM limits that can damage the engine.

Study the governor center pivot shaft direction of travel and try to set the adjustment before final assembly.

There is not much online about the Honda vertical engine governor adjustment setting.

Assembly has been completed, up and running. I have adjusted the Governor as you guys indicated. What I am now trying to figure out is if I did something wrong when reassembling the pan/case, if the governor arm inside is somehow misaligned.
 
I tried every way I could to make the Gov work. I decided to rip it down and look inside (I'm getting better at this anyhow) And what I found were pieces of plastic and a small washer. The Gove "spring" a plastic plunger type deal shattered. So at least I think I've found the problem. Did I break it installing the side cover? Maybe, but the plastic even on the spinning gear looks very brittle. Ordered a new kit. I'll let you know how it goes, might help someone in the future.

Once you get the new governor kit installed then put the sump/case cover back on slowly turn the crank a little/slowly so the governor gear teeth can mesh properly. The teeth likely got jammed on your first assembly attempt.
