How to get drive belt onto pulley.

Hi. Trying to keep a TORO 20333 22" Personal Pace (rear-wheel drive) mower operational. Trying to replace drive belt. This mower has the clutch/brake system so there are 2 pulleys. One to rotate blade & one to turn wheels. Anyone know what might be the procedure get drive belt on the back/smaller pulley. I'm at this point referenced in the photo.

Appears that you will need to remove the two springs and two nuts holding the brake bracket on to access the pulley area.
