Honda ride on deck replacement - stuck!

Afternoon All,
I am following GerrysDiy excellent video on replacing the deck on my Honda 2620. I have become stumped trying to get this pulley wheel off - I have lubed it up beyond reason, tried hammers, crowbar, pulling whilst standing on the deck - nothing will shift it.

Am I doing something monumentally stupid or am I buggered? All the other wheels came off ok (one was a bit tougher)

normally on a gear like that, I would use a wire brush on a drill to go round and round the shaft so there is no rust. Then I would use a bearing plate under the gear and a puller on that. Make sure there is no pin or set screw on it.

Heat it, and beat it. Also apply penetrating oil. May get damaged and have to replace. It it is still functional, leave it.
 
Looks like you got the pulley to move upper some so get it back down and look for a shaft burr like at that upper key way. It only takes a couple thousandths to prevent free movement. What ever you don't beat on the shaft, it will flare.

But of course I don't see these mowers here either.
