I just replaced both rear wheel adjustment arms because my Honda lawnmower would not roll backwards under any conditions. Now, it will roll backwards only if the engine is running. What else could be the problem?

Upon reassembly you might have reversed the pinion gears. They are direction specific.

Or maybe the half moon key that fits in the gear is upside down. It need to have the rounded side facing down
