Honda HRR2165 starting issue

Hello, I have the HRR 2165 push mower. I’m having an issue where the lever cannot be in choke position to start it. I can only start the lawnmower with the lever on slow for some reason? Is something misaligned or loose? Maybe a part worn out? Thank you for any replies.

With the lever all the way forward the choke should be closed and in starting position. If it starts on the slow position, that is ok, as long as it runs in run? Yes something could have moved, the cable holder or loose bolts?
