Honda HRB216TDA engine surging then stopping

Greetings: I'm working on a Honda push mower (HRB216TDA) and it is surging after about 30 seconds then it dies. I have cleaned out the fuel tank and installed a new carburetor (it was rather inexpensive) and still the same problem. Any thought on what i might try next? Thanks in advance for your replies.

Triple check the gaskets and insulator(s); it is very easy to get one on backwards or upside down; ensure the two long bolts are snug, and you don't have any vacuum leaks.:
