Are you getting spark? Fix that first.

If spark good, confirm the choke plate is fully closing when the throttle is in CHOKE, and then opens when in FAST, and the throttle plate closes almost all the way in SLOW.

How old is the fuel? Drain flush add fresh.

If all the above is good, and still no start but good spark, issue is likely to be goop/slime inside the carb. A total cleaning or replacement is needed.

If you still need to R&R the throttle cable, I recall the body must come off at least somewhat. Not sure.
