Honda GCV190. Need help!

Tuning up a Honda GC V190 for a friend, It also had a stuck grass clipping deflector. I drained the oil, tilted it over in order to remove the blades and sharpen them. I had to turn a completely over to remove the deflector since it was rusted to the moving fork. Put in a new air cleaner, spark plug, added an in-line fuel filter, then added new oil. Checked the all level several times to make sure that I didn't overfill. Started up and it ran fine. Return it to him and he said it wouldn't start. He finally got it to start, but said it was smoking a lot. He pulled the air cleaner and oil was dripping out. Took it back and checked that the valves were working properly. Cleaned the carburator out. Re-checked the oil level, and had to add a little. Started it up and it ran fine. No smoking. He took it back and it wouldn't start. This time, he said gasoline was pouring out of the carburetor. He let it sit for a while, then got it to start and mowed for a while, but then he said it starting smoking again. Not sure what to check at this point. Sorry for the rambling post , but I didn't want to leave anything out. Any suggestions?
 
Thanks for the reply. No I didn't, but that's first on my agenda as soon as I get the mower back in my possession.
 
Today I drained the oil again, removed the carburetor and cleaned it thoroughly, then put everything back together. Added oil.
It started right up and sounded strong when I engaged the blades and the drive system. Let it run for about five minutes. No smoking. He informed me just a while ago that it would start smoking when he would actually begin mowing. I'll test that out tomorrow. If it starts smoking under load, then I can only assume that maybe the rings are bad.
