Repairs honda blade brake

When I engage the blade brake on my Honda HR214, It makes a strange noise for about 2-4 seconds before it engages the blade. Would a cable adjustment help. I did disassemble and brake disk was a bit worn so I cleaned it and sanded surface but didn't seem to help. Any suggestions.

That mower is likely 20+ years old, so wear items like the clutch/brake lining come to mind. For example, the driven disk has both a brake and drive service limit:

Even if in spec, could be warped, damaged, etc. It is normal for some engagement noise to be present, but you say it is "strange" so I'm guessing it has just starting making this noise, and you know from owning / using it a while it does not sound normal?

I have a Honda HRX217HXA SN#1010344 , WHEN THE BLADE ENGAGES , the engine stalls . is this a carb problem or adjustment, cable?

A properly tuned and correctly set engine speed should provide more than enough power/torque to engage the blades without stalling.

I am assuming it does this even when on a smooth driveway, and not just in heavier grass with the cutting height set very low?

A small gas engine tachometer is necessary to measure engine speed. With the blades engaged, the engine should be turning at 2,960~3,100 rpm. Any slower could be a throttle cable/adjustment issue, or fault in the carburetor. It may also be a blocked air filter, or other fuel/air mixture problem.
