honda 216 troubles

time to fix my Honda 216 clutch cable or trans problem. Mower is stuck in gear and will not roll in reverse.
Adjusted cable and work a couple of minutes then stuck again in drive gear.

Remove the wheels and clean out the ratchets.

They are handed.
The transmission only pushes forward, not backward.
There is nothing to stop the mower going backward even with the transmission engaged
Only other thing that will stop the wheels turning is the bearings frozen.

the smart drive can be rotated to 90 degrees and the wheels will be in drive. you will not be able to pull mower in reverse. I'm not sure
if the cable is the problem.
Does anyone know how much tension the spring has on the control arm when mower is in neutral position?

Remove the wheels and clean out the ratchets.

Did that cleaned ratchets and greased axle. sticks in gear can release if I lift wheels and bang wheels hard on pavement
