Here's one to diagnose.

Some DIYer had been screwing the engine. Even after cleaning the carb fully including a new carb kit which was filthy, replace the bad impulse hose, and resealed rocker cover the engine was surging thru out the rpm range. It was not a governor issue the way.

So what simple thing was causing the surging. And it was not carburetor related or bad ignition coils either.
 
Some idiot thought it woud be a good idea to use the paper gaskets with the plastic intake manifold and was creating an air leak at the heads.

Installed the hoses wrong on the fuel pump.
 
Thanks for sharing the cause. Everytime I have one of the fuel pumps with vacuum lines, I have to take photos and notes first because my fear is doing the same thing that the original DIY owner did.
 
It’s probably a fuel/carb issue.
Could it be gaskets? Could it be the jet has trash from the dirty fuel tank?
Could it be the fuel pump?

Usually surging or hunting is jets/fuel.
I had one where it was the float bowl pin sticking occasionally. That was the toughest. Tiny bad spot on the pin.
