That is why you have the wiring schematic so you can trace the circuit.
Yes the relay contacts could burned but you got to test the circuit path to find where the voltage is dropping out. Might even be the fuse holder contacts. Just won't know for sure; unless, you test. It is the same thing I would do here in my shop.

ok I found a blown 10amp fuse inside that GEP box getting power to the relay plug now.
still no power to the PTO Clucth. The wire from the relay to PTO clucth tested it for continuity and it was good. so I order a new relay.
