Most common is if the brake switch failing or coming loose. Usually, the brake also has to be off when the levers are moved off their safety switches.
Another thing to check is if the system has diode in the safety circuit.
Lastly, check the seat switch operation and make sure the switch wiring is not rubbing anywhere and grounding out.
