Have a Gravely ZT60HD. Bought a set of chains so that we could mow a steep bank. Problem is the chains will not go on because the tires sit right next to the frame and there is not enough room for chains. Gravely was of no help. Is there modifications for this.

Different rims with more off set.
More aggressive tires without chains.
Rope snow chains.
Homemade tire chains made from smaller chain.
Cut the frame
...just brain storming

Thought of those but have the chains, and could not find alternative rims.

Does it have hubs? Make or have somebody make a set of wheel spacers.

If you have anything that steep to mow, putting chains on a mower is going to cause it to erode so badly that you won't be mowing it for long.

There are many places we find that a mower will go that it does not need to go because it does so much damage to the ground on slopes.

Some operators have replaced the rear tires with an AG type tire to increase traction on slopes. Bear in mind that when the AG tires loose traction, they do serious turf damage.
I have customer that has 25 degrees slopes and I slowly back the machine down the hill and mow straight up. It takes more time, but it is the only way that I can do it. Another consideration, what is the maximum angle that the engine can operate and not loose engine oil pressure.
