Governor

I had my Craftsman 10 hp. riding lawnmower worked on. It ran wide open. The governor was not working. The man that worked on it said that the governor inside the motor was broken. Does this happen? It is a tecumseh engine. The carburetor was cleaned and it runs. Could it be the linkage from the carburetor to the governor?

The governor gear inside the engine does on occasion break and causes a full wide open running condition. Have changed them on Kawasaki, Briggs, Tecumseh, Kohler.
