fuel line routing

I have a Briggs Model # 351777 Type # 1044E2 Code # 00051811 the carburetor has two inlets, one is for the fuel line but I don't know what the other one is for. The two inlets are side by side, the one for fuel is larger of the two. The smaller one is not connected to anything but when you turn the engine over gas comes out of it. I appreciate your help. That should be a vent line and you have a flooding carburetor. Disassemble and repair as needed.
