Frozen Height Adjustment Levers

All four of the height adjustment levers on my Honda 216 mower are frozen. Any solutions?

Usually when I deal with those I get a can of either WD40, or PB blaster or Liquid Wrench. Some type of penetrating fluid, and spray them down good.
You may have to do it several times.
Also be sure they aren't packed with grass too.
