Front wheel bolt stuck

BB ZT Elite front wheel has both bearings out. I can’t get the bolt out. It appears to be stuck on inner sleeve. Any suggestions on how to get bolt out of the wheel yoke?

Since you’ve let it run that dry of lube, most likely with the weight of the mower pressed down on the bolt and sleeve, a notch has worn in one or both pieces keeping it from coming out. If you remove the yoke assembly wind turn it up on its side everything may move back to center enough to drive the bolt out, if not, you may need to put it in a press to get it out.

IF all efforts failed be prepared to cut the bolt on both ends and replace parts as needed.
