Front forks on 61" Deck

I inherited a 721D2 and the wheels on the front of the 61" deck are only partially spinning. I have ordered new bushings. The shaft on both forks look identical. In the picture at the bottom where a spacer goes and at the top it is not straight. Are these forks all worn out or are they suppose to look like this?

You mean the front wheels are not swiveling properly?

The shaft in the photo is worn out and should be replaced.
