Front deck wheels not turning fully

I've searched the forum, and could not find any past posts, so please excuse if duplicative!
Late last year, my 616 front deck mower began tearing up my lawn whenever I back up. The front deck wheel would begin to swivel, but then remain sideways and dig into the ground. I can remedy it be never reversing and simply making right or left turns, but that is a mitigation, and I would prefer a remedy. I have greased them, and was fooled into thinking it had worked for about 15 minutes, but then it would start again.

1) Might something have occurred with my deck that is causing it?
2) Is there a fix anyone is aware of, or do the front wheel units need replaced?

Just to clarify. The wheel itself seems fine on the axle (the wheel turns), but it has an issue swiveling, almost like there is too much weight on the front.

I have reverted to using my backup Craftsman lawn tractor, which is much akin to driving a Yugo when your used to a BMW!
