FR691V can I reuse this scored cylinder?

Why would a customer pay up to $2000 for a used, partially rebuilt engine? An engine they can buy new for around $3000.
Most likely you will find as you get busier and build your customer base that going in this deep on engines is not worth the time, effort, focus, and risk.
That’s right. Not only the cylinder was damaged, you can expect the lower end to have excessive wear. Personally, I avoid mixing new parts with old parts. Never ends well.

How much is a lot. Total fog out or a little plume of blue smoke?

I would hone the sucker. Scrub the bore about 5 times with hot soapy water. Wipe out/off with WD-40. Reassemble and run it. Run her till she locks up or worse. Nothing to lose.
 
So, you are going to run one cylinder oversize, and the other not? Or are you replacing both pistons with the same oversize?
