Engine run at full rpm only

I have a 149cc Kohler on a self propelled Toro which would not start. Turns out the intake push rod had broke. After I repaired that it fired right up but runs at full throttle. I'm not sure if they are related or I have other problems. If someone could share some help I thank you.Dave @ highland Creek small engine repairs. Scarborough On.

What is “full throttle?” Do you have a tachometer or basing speed by ear? 3600 RPMs is max for a small engine. Self-propelled mowers typically run best at about 3250 RPMs.
