Engine run at full rpm only

I have a 149cc Kohler on a self propelled Toro which would not start. Turns out the intake push rod had broke. After I repaired that it fired right up but runs at full throttle. I'm not sure if they are related or I have other problems. If someone could share some help I thank you.Dave @ highland Creek small engine repairs. Scarborough On.
 
Does this model have a throttle control cable and lever, or is it designed to run at one fixed high speed?

What is the product label information on the chassis of the mower and the information off of the engine label?

Without the actual label information, we are just guessing.
 
After replacing the push rod, I inspected the governor gear and arm and found no signs of wear or damage. Should I adjust the arm position? Thank you
 
read up on it first, and look at some youtubes. It is really easy but also easy to get confused
 
Hello sgkent, Your right I am confused I could not find any resources other than checking the throttle linkage or spring tension. Which I already did before asking you. Could you suggest something more specific as the problem? Thank you
 
You probably need to adjust the governor. This is the first video I found. I just searched kohler PH-XT-149-0226 governor adjust. The governor uses a centrifugal device to rotate a shaft as the engine speeds up. The shaft comes out of the engine, and hooks to the throttle. It has to be adjusted so the movement of the shaft regulates the throttle.
