Take note in post #9, You are not checking the voltage to ground with your voltmeter.

You ae checking the voltage drop ACROSS the trigger voltage circuit., which should normally be a low reading of 2 volts or less across the whole circuit.

and this reading is taken under load, ie: while the ignition switch is held in the start position.

The Kohler standard is less than 1 Volt And anything that drops the voltage at the starter solenoid below 9 volts won't engage the solenoid.

Do have an infrared heat tester. Have only used it on mufflers when testing cylinders.

Crank the engine with the IR camera going. It will immediately show you where the problem is. Poor connections show up immediately as heat.

These are a must have tool IMO. Say you have a DVD player or computer power supply acting up. Fire the IR cam at it. Will show you the components that are drawing excessive current failing on you for example.
