Eager 1 no compression valves not moving, but move when turning opposite direction.

Hi Guys I have a older eager one 5.0 lawn mower with 0 compression. This is my first lawn mower that I am attempting to repair. I noticed after pulling the valve cover that the exhaust valve does not move and the intake valve stays open when rotating the motor. The intake valve does creep up and down very minimally when i spin the motor. The piston moves up and down correctly.

I initially thought the valves were stuck or bent. But when I turn the motor in the opposite direction the valves open and close perfectly. This may or may not be worth fixing but I would love to figure out the issue. Thanks
