Deere D130 only runs on full choke - replaced carb - still same issue.

Deere D130 runs only on full choke. Replaced carb with Briggs Stratton Carb 796227 (Deere out of their part).
Engine Model 44R6 77 001 G1 - Briggs and Stratton 22HP VTEC.

Replaced fuel filter, air filter, oil and spark plugs ~3 months ago. All seem to be normal.

No idea what to do next. Any ideas appreciated.
