I have a LTX1046 cub cadet and the pto will not engage in the lower position

Are you able to hear the pto clutch kick in? Check belts, pulleys & electrical connections at pto clutch. Remove key & negative ground cable at battery for safety and see if blades will rotate by hand. Let us know how it goes.
