craftsman t1400 wont start or move

Hi, my t1400 ride on mower wouldnt start the other day so I gave the battery a charge and it turned over but wont start. I believe maybe this has something to do with it being stuck in gear, as its in neutral but i cant pull or push the mower. The wheels move a 1/4 turn in both directions. Is this possible? or is my parking brake stuck? any info is great thanks.

If it turns over but will not start shouldn’t have anything to do with tranny. You need to check if you have fuel and spark, when you post back include model and serial numbers, under the seat, so we have a better idea of what you have.
