craftsman blower carb help

i got a blower from a friend and he had t all apart.
on the carb there is a high and a low adj. but he had them out to clean. what is the starting point to adj them. on a lawn mower they are usually a turn and a half. but i don't know small two cycle.

One turn out from being lightly seated is a good starting point but as you probably know you will have to fine tune it from there. Sometimes the high and low needles are different length so make sure you get them in their respective places.
 
i tried adj the high and low, but it still won't start, i had it idiling,but as soon as i hit the throtle it shut off. the carb is supposed to be new. i don't know why he tore it apart. prob. because it would not start.o i think it is something else like a scored piston. thanks for your help anyway.
