Does your carb. have a wire going to fuel bowel?
If yes put two or three teaspoons of gas in the carb. and if it runs a little your fuel shutoff maybe bad of have a wiring problem.. It needs power to let fuel go to carb.

That bit of wire is the anti surge spring and when you get the new one beause the one is now buggered it goes over the rod that is fitted into the red bush and this end goes into that hole directly above the number "7".
Its job is to slow down the movement of the throttle lever so to smooth out the acceleration & deceleration.
It also has nothing to do with not starting.

First thing is to make sure that when the throttle is fully open ( in the choke pocition ) the black lever is pulled hard back agains the stop , that is the choke.

Next thing to do is check that you have a spark.
If not check all of the things they tell you in the manual.
Gear shift in neutral, PTO off , Brake on , bum in seat. then try again for a spark. let us know what your find.
