Briggs won't prime

Hello,
I have a Yard Machine push mower I'm trying to fix for my daughter.
It has a 550 series Briggs motor on it.
Model #09p702-0149-F1
It will not start.
First thing I did was dump old gas and refill and check air filter thinking I'm good now. Wrong
I pulled the plug and it looked a little funky so I put a new one in instead of trying to clean it.
The mower is probably about 3 years old with not a lot of hours.
Still nothing. So I started looking at the primer bulb and it looks good but not seeing any gas coming in.
I pulled the fuel line off at the carb and gas came out. Looked in tank and it looked OK.
I sprayed starting fluid in and it started right up and died.
So I took the air cleaner plate off and checked out the bulb some more. It looks fine and I could hold it up to my ear and hear and feel air blowing out when I squeezed it.
I then sprayed carb cleaner in every hole and down throat of carb.
So what now? Take the carb off?
I hate when that happens.

Forgot to say I did check spark and it was good

Sorry to say, it appears it's time to get your hands dirty and THOROUGHLY clean the ENTIRE fuel system, the tank, (the fuel lines-should be replaced) the filter, and the shut-off valve ( if equipped ) and of course REALLY clean or better still rebuild your carburetor, see link below, find your model of carb and follow the instructions, ( it's not as hard as you may think ) ...

Thank you, that's the one.
That looks like about a sixer to git r done.
Boo, thanks for your reply too.
These mowers are getting like newer cars. Days of points n plugs are long gone.
Like my Wife's Camaro with electric power steering and 9 computers, ECM, BCM, or whatever.
I don't even change the oil. All goes to the stealership.
I shouldn't say that they have been really good to me.
