Before I purchased it, the tractor had been sitting out when we had heavy rain. That was when the grommet was deteriorated
Bingo was his name O.

If you have water in the fuel tank you can drain the fuel out of the tank. You do not have to take the carb off to get the water out of it. Get some seafoam fill the fuel filter with it, start and run the engine it will pull the water out of the carb. I have done this many times and never had to pull the carb. You may have to spray come gum out carb cleaner in the carb to get it to run and pull the water out of the carb.

Just pull the carb inlet hose. Drain into a glass jar. Look for water in the bottom. If the tank is full get a can ready to take the excess. Dump carb bowl. Blow carb body out with shop air and SAFETY GLASSES.

Hello R.,

The fuel pump should suction fuel out of any clean container using a separate hose. It does not require a lot of fresh fuel or a whole separate tank. If there was a chance of water initially, the carburetor will need to be cleaned and blow out the main jet. Fuel cannot get past even a little water inside a carburetor.
Bypass the pump and go straight to the carb fuel inlet, fuel supply higher than the carb and let gravity do it's thing. See if it runs then.
