The carburetor has been replaced with the 3 bolt type. Fuel tank has been cleaned, fuel flows freely thru new filter. Can the carb be cleaned? I'm hesitant to take apart any of the pump. Ideas, recommendations and experiences appreciated.


 
Check carb linkages. I just did a generator where the throttle linkage was too tight in the fitting, making it surge. I'm not familiar with that motor. What about the lines to the pump? Leaks in the pressure line can do this.
 
Did it originally have a 3 bolt or 4 bolt carburetor?
Where did you purchase the 3 bolt carburetor? Is it one made in China?
OEM used?

I take it that you are referring to the "three bolt" upper bowl housing design on the replacement carburetor?

Your problem is likely back at the fuel tank and in the lines that has years of sediment and grass clipping trapped in them.

Most people start with the carburetor because it is an easy part to swap out. It would have been better to rebuild the original carburetor after cleaning out the fuel system starting at the fuel tank.
