separated sump-engine to replace leaking oil gasket. Discovered camshaft will not move and the valve lift are stuck against the camshaft lobes from both cylinders. Everything looks intact inside engine. No debris. Negine hand cranks for a couple turns and then stops , won,t budge and pistons and connecting rods work fine. Camshaft won,t budge and lifters are wedged against do not move. Any help would be appreciated. CAmshaft will not move.

That will be because the cam is opening the the valves
Try taking the rocker covers off first then removing the push rods or backing off the rockers so the valves are all closed
On a single it is easy because you just set the piston to TDC on firing stroke but on a V twin there is no all valves closed position for the cam.
