Mice in the engine..... Where does the spring at the bottom attach to? Also took this plate off and cannot remember where it goes

Maybe this will help since your engine's IPL say this is the control assembly.

Thank you for your reply. I had it there , never started the engine , with the spring in that position, engine not running, the throttle is in the wide open position

The spring in question is the governed idle spring. Even the regular governor spring will usually hold the throttle in wide open when the engine is not running.
