Briggs and Stratton, Idle and Governor

Cutting the grass and 20 min. later the engine began to idle up and down continuously. Changed sprark plug, filter , emptied old gas ande put new gas in, then changed the old oil with new. No difference in performance, same enging idleing up and down. Now What??????? Please advise.
 
we will new additional information about you engine like model number and engine hp. the engine difference can effect the answers you receive,
