Briggs and Stratton, Idle and Governor

Cutting the grass and 20 min. later the engine began to idle up and down continuously. Changed sprark plug, filter , emptied old gas ande put new gas in, then changed the old oil with new. No difference in performance, same enging idleing up and down. Now What??????? Please advise.
