Briggs and Stratton 10T502 1022 B1 08021454 Carburetor Springs & Linkage

I installed a new fuel tank and carburetor on this engine but the throttle stays at fully closed unless I manually open it then the engine runs fine.

Please look at the photos and let me know if I have something hooked up wrong or maybe a stretched spring or bent linkage wire.

Have you started the engine? When the engine is not running the spring should open the throttle, but when you start the engine the governor should should close the throttle until you ov ride it with the hand control.

I'm shocked it has the air filter housing gasket ON the carb.

That tab that has the rusty spring looks bent/pushed to the left pretty hard. Try pulling the rusty spring at its right side to the right. Does that give you an open throttle?

Stunned there is no dirt and sand down inside the carb throat. Those old foam filters with 30w oil are great.

Why is there a Philips screw in the carburetor. There should be a long bolt that goes through the Air filter housing to the hole in the middle of the carburetor .

Something is holding the air vane in the fully open position
Pull the blower housing off and check the bolt that holds the air vane ( and coil ) .
This is either shouldered or the air vane has a sleeve so the bolt can not clamp down on it and prevent it moving freely.
