Yes it can go in a wrong hole or your governor spring isn't hooked up..... I don't know which engine you have ...

Please post the Model number of your engine..... If it's a Horizontal shaft then it will start with 13 then 4 more numbers, there might be a letter in there also.....

That's what it was....When I got brave and watched the u tube video about changing the needle and seat and then when I did it and it fixed my original problem (only ran at full choke) I was all jazzed. Been in electronics for 30 yrs and father in law did all my engine stuff and he passed away so now I better learn. So today took the carb back off and moved the throttle linkage to the correct hole and all is well. Thanks for your help
