Briggs 4HP Quattro - Throttle Control trouble

I'm fixing up my Frigidaire push mower, with a 4hp Briggs on it. ( 10A902-2271-E1 )

I've been trying to figure out a hard starting condition. I took off the carb and cleaned it thoroughly. Everything reinstalled just fine.

However, even after rechecking that my throttle lever is operating the linkage correctly, and the governor springs are exactly as they were before, I have no control over engine speed. I'm stuck on max, can't throttle back to idle.

Am I missing something obvious? Throttle linkage moves the governor lever, which is attached to 2 springs, which are attached to the linkage between the air vane and the carb.

Take the throttle cable off and throw it away as you dont need it because its a fixed throttle engine.
RPM should be set at approx 2900 to 3000.
Make sure you have 2 gov springs.
As for hard starting sounds its the carb diaphragm.

I'm curious though. Why have a throttle control installed on a fixed throttle engine?

Oh, and the new diaphragm is in the mail.

Usually its because the lawnmower manufacturer may use different engines and some engines use a choke instead of a primer.

Saves money making 1 instead of various models.
