Briggs 17.5 governor issue

2011 17.5 HP Briggs governor causing engine to run intermittent
Revv. Up and down but smooths out momentarily when choke applied

Dont think it will be anything to do with governor but carb.
Strip down, clean and rebuild carb and fuel system.
