Blades not turning

I changed the blades on my craftsman 42" mower model 917.270810. I put all the pins and such back as I thought they were, but now the blades do not engage when I push the lever to do so. What did I do wrong?

if its manual pto follow the cable down to the deck and ensure its in the bracket and pinned
