ball bearings on husqvarna self propell

my friends unit 917.375830 he said the wheels locked up when pulled in reverse,i figured id take the gears and pawls apart and give them a good cleaning and i noticed the bearings on each side seem seized the axle turns but i couldnt turn them by hand rather stiff,shouldnt these bearings turn freely by hand? 169911 is the bearing number. thanks your wisdom is appreciative..Ty

Seeing you have the bearing numbers I have had very good luck buying bearings off E-Bay.
