Baffled by non charging Briggs

Standard mulitmeter with battery wire connected or disconnected same result. Even with no battery it should show a charge of about 14v dc.

Are you reading the battery voltage or using a ammeter to indicate charge?

What is the part number of the regulator you are using?
(reason I ask is this will tell us what charging system your engine is using)
and
we can then give you some logical troubleshooting tips

How are you testing the DC voltage output?
Have you tried a new battery?
What is happening with a fully charged battery overnight and the engine is running?
You have the magnets, you checked the stator, you checked your cables/ground and you checked your voltage regulator?

I got this Troybilt in the shop that was not charging. Briggs 44H777-0116-E1. Stator output was 28vac, nothing out of the voltage regulator. I replaced the regulator. Still no output. Replaced it with another new regulator. Still no output. I start questioning my abilities. I pulled a known good regulator off of my own tractor. Still no output. Put it back on my tractor, charges fine. Check stator again, still 28vac. Again questioning my own abilities. Ran a ground wire from regulator direct to the battery - even though it was bolted to the metal air guide around the cylinder. Still no output. Ran another charge wire to the battery +, no change. Time to throw parts at it like a rookie. Put a new stator on it even though the stator appears to be good and even checked the magnets. No change. I am so ashamed. Anyone ever conquer a problem like this? I guess I could jack up the tractor and roll a new one underneath it and call it good,lol.
Common testing standard: Most small engines are rated and tested at 3,600 RPM (no-load or governed speed). At this speed:Many Briggs & Stratton systems (e.g., 5A or 9A charging) produce ~28–40V AC (28V for smaller 5A systems, ~40V for 9A).

Other common readings: 24–30V AC minimum, up to 40V+ AC depending on the stator.

Higher-output stators (10–16A systems) may spec at least 20V AC minimum at 3,600 RPM across leads.

Proportional to RPM: Voltage scales roughly linearly with engine speed (due to the permanent magnet flywheel and stator coils). Examples from testing guides:Around 16–20V AC per 1,000 RPM in some analogous small engine/magneto systems (though lawnmower values are often a bit lower per 1,000 RPM to hit the 28–40V range at 3,600).

At lower speeds (e.g., 2,400 RPM), output drops significantly (e.g., ~2/3 of full value), which is why charging is poor at idle or low throttle.
