Baffled by non charging Briggs

I got this Troybilt in the shop that was not charging. Briggs 44H777-0116-E1. Stator output was 28vac, nothing out of the voltage regulator. I replaced the regulator. Still no output. Replaced it with another new regulator. Still no output. I start questioning my abilities. I pulled a known good regulator off of my own tractor. Still no output. Put it back on my tractor, charges fine. Check stator again, still 28vac. Again questioning my own abilities. Ran a ground wire from regulator direct to the battery - even though it was bolted to the metal air guide around the cylinder. Still no output. Ran another charge wire to the battery +, no change. Time to throw parts at it like a rookie. Put a new stator on it even though the stator appears to be good and even checked the magnets. No change. I am so ashamed. Anyone ever conquer a problem like this? I guess I could jack up the tractor and roll a new one underneath it and call it good,lol.
 
How are you testing the DC voltage output?
Have you tried a new battery?
What is happening with a fully charged battery overnight and the engine is running?
You have the magnets, you checked the stator, you checked your cables/ground and you checked your voltage regulator?

I'd check for breaks in the red DC wire going to the harness of the tractor.

Edit:
But you said you ran a + charge wire straight to the battery and still nothing so that kind of eliminates that.
What is your voltage at wide open throttle?

As in "nothing" I meant it has battery voltage but not charging or any output from the regultor. 28v A/C at wot from the stator. Indicates regulator, right? Now you now where I'm lost! To me, the stator is doing what it is supposed to do, the regulator is not. But 2 new regulators, and a known good regulator from my own tractor don't work then I put the one from my tractor back on my own tractor and it works fine? Illogical.

Standard mulitmeter with battery wire connected or disconnected same result. Even with no battery it should show a charge of about 14v dc.

Not necessary correct. If the regulator is any near the design like Kohler and Kawasaki battery voltage must present the regulator DC output terminal in to trigger the regulator.

So is the battery voltage across the regulator present? Across from B+ and ground at the regulator.

The only version of the charging system that would work without a battery present is the dual circuit stator.
 
Is the regulator grounded to the engine block? The regulator has to be grounded to work.

Is the battery ground cable attached to the engine block or to the chassis? If it is to the chassis, run a temporary ground to the engine block using a length of 10ga wire to see if the regulator comes to life and start charging.

A rusted ground is a bad ground regardless of how tight it is.

Winner! That’s what I was thinking. He needs a good battery

Hi Don,

The battery charge wire actually has to be connected for the regulator to function. If tested when disconnected, it will only read it will only show a random low voltage. Never test a regulator open expecting to see a charge voltage reading. The regulator has to see resistance from the battery to activate. That is the basic function of an AC to DC rectifier/regulator.
